The Panigaglia plant, because of the large
capacity of the LNG storage tanks, is subject government regulations
regarding plants at risk of major accidents.
To meet legislative standards applicable to plants at risk of major
accidents, internal and external safety is guaranteed by a series of
measures carried out under the supervision of the competent authorities.
This legislation requires that GNL Italia
draft a Safety Report which describes:

The safety management system adopted;

The dangers of major accidents identified
(Top Event) and the measures adopted to prevent them;

The internal emergency plan;
-
The Information Sheet on major accident
risks for citizens and workers;
-
The information supplied to the Authority
for the drawing up of the external emergency plan.
The aforementioned documentation has been
carefully assembled and submitted to the competent authorities.

The major accidents hypothesised in the Safety
Report concern accidental spillage of liquefied natural gas and natural
gas as a result of plant malfunction. The possible consequences are
dispersion, fire and explosion which, given the location of the plant
and the morphology of the surrounding area, would exclusively impact the
area of the plant not accessible to the population, or areas at sea
where navigation is prohibited.
The Panigaglia LNG plant is subject to inspection visits by the Ministry
of the Environment and the Regional Technical Committee so as to assess
the programmes and the measures for the prevention of major accidents
with particular reference to the suitability of the management
procedures and the plant engineering solutions adopted.
